Philadelphia DA, R. Seth Williams, upon finding out about this incident of police abuse, not only decided not to charge the officers (assault, false arrest!?!), but he decided to charge the victim with "disorderly conduct" and "reckless endangerment."
Research has revealed the following possible name match (Rufus S. Williams) and address match for the Philly D.A.

Statement of Purpose
The purpose of the Oathbreakers Project is public information-sharing about government officials who violate their oaths to protect and defend the Constitution, as well as those who violate either Federal or state law.
The essential concept behind the project is that the person named on Oathbreakers must
a) have violated the Constitution or applicable law, and
b) has not faced appropriate investigation, trial, and punishment for those offenses,
c) or is in a position of authority such as prosecutor, police chief, inspector general, or similar position with the ability to bring charges against governmental lawbreakers but who has wrongfully chosen not to do so. In other words, those with such authority who choose to look the other way are as gulity as the original perpetrators.
d) or any member of any governmental agency whose existence is not authorized by the United States Constitution and which routinely uses physical force or the threat of physical force against American citizens to violate the Constitutional rights of those citizens. Agents within the Drug Enforcement Adminstration (DEA) and the Bureau of Alcohol, Tobacco, Firearms, and Explosives (BATFE) are example of this type of oathbreaker.
How this site operates:
1) Each oathbreaker as they are identified will have a post with their name and other identifying information.
2) Comments are allowed, but are limited exclusively to comments with intelligence value, such as vehicle identifiers, addresses, photos, etc. of the oathbreaker. No other comments will be allowed -- this is NOT a discussion forum.
3) In the event that credible information is received that would exonerate the oathbreaker, that post and associated comments will be updated to reflect the supplemental information.
One final note:
The Oathbreakers Project is not intended to be a judge/jury over anyone else, and we really would rather not have to do this kind of public accountability initiative. However, when the law is broken by those who are supposed to enforce it, some measure must be taken to deter future wrongdoing.
This site will be updated frequently as information is received. Don't expect daily entires, however.
