Add a simple receipt printer like it's used in every store in the country.
This prints two-part paper rolls. The "white" copy spits out the top, the "yellow" copy rolls up inside the (locked) printer.
Voter checks white copy to validate his vote, takes it with him or places in a locked box. Yellow copy allows recount/verification.
Net cost <$100 per machine (shop IT for yourself!) - just google "dot-matrix receipt printer"
Less than one hour for any competent programmer to enable the print routine (note that they already use printers to print totals, so machines DEFINITELY are capable of this!
SO WHY DON'T WE HAVE THIS ALREADY?! OUR FOREFATHERS WOULD BE SHOOTING BY NOW!!
